(For related content, see below <9. Guide to Year-End Tax Settlement Education Expense Deduction>).
G. Precautions for Foreign Students When Paying Tuition
There have been cases of illegal foreign exchange (hawala) transactions by foreign students attending The Catholic University of Korea. We are providing precautions for this matter.
What is illegal foreign exchange (hawala)? Illegal foreign exchange refers to the act of conducting foreign exchange business without permission from the relevant financial authorities, and it is a crime that damages national financial order. In the case of payment through illegal foreign exchange, a domestic intermediary may receive a warning or face disciplinary action, and the amount of money may be frozen. In addition, financial transactions such as electronic financial accounts and new account openings may be restricted, and a fine or imprisonment may be imposed depending on the relevant laws.
If tuition is paid through illegal foreign exchange, the money cannot be returned. In case of a hawala transaction, the money goes into an account designated by the intermediary, not to the student's own account. It is the responsibility of the students to pay with legal methods.
<List of illegal foreign exchange tuition payment methods> ▶ Hawala account (Registration not recognized) → Personal account (Tuition amount recognized) → The Catholic University of Korea account (Tuition amount recognized) → The friend's account, personal account, Catholic University account - All registration not recognized
▶ Hawala account (Registration not recognized) → Personal account (Tuition amount recognized) → Designated virtual account provided by the university (Tuition amount recognized) → The friend's account, personal account, designated virtual account - All registration not recognized
▶ Hawala account (Registration not recognized) → Personal account (Tuition amount recognized) → Designated virtual account provided by the university (Tuition amount recognized) → The friend's account, personal account, designated virtual account - All registration not recognized
Tuition payment methods for foreign students
Prohibition of using illegal foreign exchange: Do not use illegal foreign exchange methods. Pay the tuition directly through a domestic or foreign financial institution after receiving the tuition bill.
Prohibition of exposing the virtual account number to others: To prevent the virtual account number from being used for hawala transactions, please manage your virtual account number and personal information with care.
Payment through financial institutions: You must transfer the tuition and other optional fees directly to your personal virtual account, which is provided by a domestic or foreign financial institution that has gone through the proper procedures without an intermediary.
Non-recognition of registration and sanctions for tuition payment with illegal foreign exchange
If a foreign student pays tuition through illegal foreign exchange and the payment is suspended by an investigative agency (in cases where the student paid tuition but the university was unable to process it), the student must pay the amount determined by the president in addition.
If an additional payment is requested, the student will have to pay the full amount again.

9. Year-end Tax Settlement Guide for Education Expense Deduction
A. In accordance with Article 59-4 of the Income Tax Act (Special Tax Deduction), "education expenses paid for a direct ascendant" are excluded from the year-end tax settlement education expense deduction.
Types of tuition loans deducted from education expenses: Student loans, general repayment student loans, and student loans for students from farming and fishing communities, all handled by the Korea Student Aid Foundation.
For education expenses paid by a direct ascendant (student) through a student loan, the direct ascendant can receive a deduction for the principal and interest paid in the year of repayment. The repayment amount of the student loan is provided by the Korea Student Aid Foundation to the National Tax Service.
B. Furthermore, in accordance with Article 118-6 of the Enforcement Decree of the Income Tax Act (Education Expense Tax Credit), scholarships received while attending school and scholarship-type inheritance that is not subject to inheritance tax (including national work scholarships, in-school work scholarships, living expense scholarships, and scholarships for awards) are excluded from the education expense deduction, regardless of whether the total amount was paid directly as tuition.
